About us

A technical services team focused on EV charging

HILM EV is the EV charging division of HILM Alibtikar Technical Services L.L.C, a Dubai-based technical services company. We look after the physical side of electric vehicle charging: getting chargers safely installed, properly tested and commissioned, and kept in working order. As a DEWA Approved Contractor, we also handle every DEWA approval your charger needs.

From the DEWA NOC to the DEWA meter, we manage the full approval process and the installation, so you deal with one team instead of several.

    We apply for and obtain the DEWA No Objection Certificate (NOC) for your EV charger.

    Our engineers prepare the LV design and single line diagram (SLD) for the charger installation.

    We submit the LV design to DEWA and follow it through to approval.

Site survey & load assessment

We check available electrical capacity, distribution boards, cable routes and parking layout, then recommend the right number and type of chargers for the site.

Installation

Installation of wall-mounted and pedestal AC chargers and DC fast chargers, including cabling, containment, protection devices, foundations, bollards and signage.

Testing & commissioning

Insulation resistance, earthing and RCD tests, live charging tests with a vehicle or load bank, OCPP and network configuration, and a documented handover.

Preventive maintenance & AMC

Scheduled inspections under annual maintenance contracts: cleaning, connector and cable checks, thermal checks, firmware updates and a report after every visit.

Repairs & troubleshooting

Fault diagnosis on site and remotely, replacement of faulty parts, and coordination with manufacturers on warranty claims to get chargers back in service.

Supply of EV chargers, cables, connectors and spare parts matched to your site, power availability and the way your chargers will be used.

FAQ

Common questions

Do I need approval to install an EV charger in Dubai?

Yes. Dubai Electricity and Water Authority (DEWA) approval is required before installing, operating or maintaining EV charging stations in Dubai. As a DEWA Approved Contractor, we handle it for you: we obtain the DEWA NOC, prepare the LV design and single line diagram, get DEWA LV design approval, apply for a load increase if DEWA's study requires one, and arrange DEWA meter installation.

Will I need a load increase for my EV charger?

Not always. DEWA studies the existing load at your premises. If the charger needs more capacity than is available, we apply for the load increase and manage it through to approval.

Can you maintain chargers installed by another company?

Yes. We start with a full inspection and test of the existing installation, report anything that needs fixing, and then take over routine maintenance.

Which charger brands do you work with?

We work with AC and DC chargers from a range of manufacturers, including OCPP-compatible chargers that connect to charge point management systems. If you already have a charger in mind, tell us and we'll confirm it suits your site.

How long does an installation take?

It depends on the site, the available power and the approvals needed. After the site survey we give you a clear schedule covering approvals, installation and commissioning.

What is an AMC for EV chargers?

An annual maintenance contract (AMC) covers scheduled preventive maintenance visits and agreed support when a charger develops a fault. The scope is tailored to the number and type of chargers and how critical they are to your operation.

Do you provide a site survey before quoting?

Yes. A survey lets us check the electrical supply, cable routes and parking layout so the quotation reflects the actual work required.
